A Neglected Population: Transgender Inclusion in National HIV Plans

Worldwide, transgender people are disproportionately impacted by HIV, but historically overlooked in HIV National Strategic Plans (NSPs). In a review of 60 NSPs from countries in Eastern Europe and Central Asia, Asia and the Pacific, Eastern and Southern Africa, Latin America and the Caribbean, and Western and Central Africa, amfAR found that transgender people are often excluded from some – and in many cases, all – of the NSP’s five key sections.
