amfAR Applauds Advocate-Led Efforts to Save PEPFAR from Federal Cuts
Senators removed a proposed $400 million cut to PEPFAR from the White House’s rescissions package
NEW YORK, July 17, 2025 — amfAR, The Foundation for AIDS Research, commends the advocates and policymakers who worked to preserve funding for the President’s Emergency Plan for AIDS Relief (PEPFAR) from the administration’s rescissions package. Thanks to successful outreach efforts, the U.S. Senate has removed a proposed $400 million reduction in PEPFAR funding from the bill, which must now go back to the House of Representatives for a vote.
“Advocacy works, and here is the undeniable proof,” amfAR Vice President and Director of Public Policy Greg Millett said. “PEPFAR is perhaps the greatest success story in the history of global health, saving more than 25 million lives in the past two decades. All credit goes to the HIV community, whose mobilization and advocacy led lawmakers to reverse course and protect PEPFAR funding.”
Additional threats to HIV programs and services remain: the administration has cut nearly $1 billion in HIV research funding at the National Institutes of Health, the Centers for Disease Control’s Division of HIV Prevention has been cut significantly, and President Trump has yet to nominate a Global AIDS Coordinator to lead PEPFAR. amfAR urges members of Congress to continue to prioritize successful global health programs like PEPFAR.
